My reading is that the SRU are now asking Borders Council to put their money where their (joint) mouths are.
Plenty of words and rhetoric have come from the Borders, and plenty of blame has been laid at the door of the SRU. Well the SRU are going to provide you with the information you need - so who are you going to blame now.
